Is it possible to encrypt an existing database that was created without
encryption using the ChangeEncryptionKey function?

I don't believe so. You can use the command line tools to unload and reload
into a new encrypted udb.

Yes. ChangeEncryptionKey will encrypt a database not already encrypted. You
can't go the other way though - you can't decrypt a database by changing the
key.

Is there a way to do the same thing with obfuscation? Can a database that
was originally created without obfuscation be obfuscated? If so, what
function would I use? Thanks.

No, obfuscation is only determined at creation time.
