I've had Norton 360 running continuously. I downloaded today's sig updates,
performed a scan, and no problems were found.

svchost.exe is a generic host process for some services (ones that are
written in a DLL rather than separate executable, I believe). Start task
manager, show processes for all users, click on the services tab, sort
by pid and look for pid 948 (in this case). You will see what services
are being hosted by that process and perhaps be able to determine why it
is accessing those files.

From the screen shot, can anyone tell me why the svchost process is
running on files in various Sybase directories?
