IMHO you should first contact your Sybase sales representative to check
if your licence covers the runtime deployment to your customers. AFAIK
Standard licences don't include the right to distribute the runtime
engine, so it wouldn't be included in the package.

R.Pods is correct. You will need to purchase a license for the runtime
edition separately from the version that you are currently using for
development. Once you obtain that license, you can freely deploy the
runtime engine subject to the runtime licensing.

You cannot deploy dbeng10.exe without purchasing additional licenses for
each deployment.
