I believe it is because you are attempting to set it for PUBLIC
and are not logged in as the DBA or have DBA resource.

If your try setting it temporarily
set temporary option date_order='YMD'
or setting for your specific user id
set option <memyslfandi>.date_order='YMD'
you should find that one of those will work.
