In addition, there is a folder being created in the Home group called
"SYBASE".

This also should be going in temp, app data, program data - somewhere
besides here.

I am running Windows 7. (My main reason for going from 9 to 11 was so
Sybase was compatible with Windows 7)

these things.

In the ProgramData or AppData folders!

I delete them, they reappear.
I try to hide them, and Sybase Central complains.

Microsoft clearly wants vendors to use AppData and ProgramData, it seems
like I find these folders sometimes on my Z: drive (server root) or in
this directory.
