Is there a way to run an ASA database on a specific port? I
want to create firewall rules for my ASA DBs and having a
hard time controlling it since the port number change
everytime a service is restarted.

Yes; see the "-x" option to the server.

dbsrv9 -x tcpip{port=1234} ...

asks the server to listen on port 1234.
