Is SET OPTION PUBLIC.Optimization_goal = 'Response-time' treated the
same way as 'first-row', in a version 9.0.2.3267 database?

Note that it is *very easy* to get this old value... all you have to
do is rebuild an old database and not check the options you get.

So are 'Resource-consumption' and 'All-rows'.
