Missing Sybase Central in SQL Anywhere 11 Developer Windows

I have installed SQL Anywhere 11 Developer Edition (newest version; file
name SQLAnywhere11_Windows_Developer_11.0.1.exe) with default choices
(full installation). Now I am missing Sybase Central.
This happened on Windows Vista (32 Bit) and Windows 7 (64 Bit).
How can this happen?

Hi Andreas,

The only time we find bits missing from our installation is if we use
different license keys during the install.
