ASA uses dynamic cache sizing. It grows and shrinks the memory usage
based on the needs of the work it is being asked to do.
You can set lower and upper limits on the cache size using the -cl and
-ch options, respectively.
I am not sure about ASA 7.x, but with ASA 8.x and 9.x, the engine gives
back memory when other processes in the system need it (and ASA is not
using it). It is far more efficient for ASA to hold onto a resource if
nothing else is using it rather than taking the overhead of growing and
shrinking the cache continuously.
Is there a particular problem you are running into with the cache
growing to 450MB (I assume you mean MB and not kB)?
If your system is not being adversely affected by ASA holding onto the
resource, why worry about it?
For more information on its cache sizing, in the ASA 7.x online docs see:

Using the cache to improve performance
Hope this helps,
