Each user needs to register these plug-ins for themselves
using the tools>>plugins menus or you will need to find
a way to deploy that information for them.
With V7 SCJView created a file called ".scUserPreferences"
(among others) and stored that in the users documents
directory which was usually named
"C:\Documents and Settings\<username>\"
Placing a copy of such prepopulated files into that
directory for them may work.
I haven't played with the "All Users" document directory
to see if that also works.

P.S. just in case you don't know yet, you should be contemplating
upgrades to a supported software version ... which will include V10.0.1
and V11.0.1 going forward in this coming New Year.
