If you just want to adjust the license information, then you may not need the license key for that. [see the dblic utility]. If by license key you mean you need to convert the package from one type to another (say Developer/Eval to a production license) or to enable or add components (say encryption or high availability for example) then launching the installer and keying in the license will be required. But you don't need to run through to completion in most cases. As soon as the key is recognized and the target directories are known, you might be done at that point. Not knowing what version and license key types are behind your question, I cannot say specifically what you will end up needing to do.
