Using DBISQL 9.0.2 Build 3221 under Windows XP SP2, dual monitors, with
my secondary monitor to the "left" of my primary monitor: If I right
click in the results pain while in an DBISQL window on the secondary
monitor, the menu pops up on the primary monitor.

The problem: I believe the X coordinates of the secondary monitor are
negative, and some code somewhere decided this is BAD, and forced the X
coodinate to 0.

Same problem in SCJView too.
