You can use the Developer Edition license that ships with ASE. Edit the
file:
%SYBASE%\ASE-15_0\sysam\<servername>.properties

and change the lines with PE= and LT=. They should be
PE=DE
LT=DT

Save the file and you should be able to start ASE. As for the PB issues, you
might also want to post in the powerbuilder newsgroup.
