Which providers i require to connect AseClient from C#.

Are these providers free

The Providers are available on the ASE PC Client if you have ASE license, or
you need
to have the Developers license using the SDK (Software Developers Kit) 15.0.

You can try the ASE developers edition (15.0.X) which will have copy of PC
Client but
these are sort of old - you won't get to fix bugs unless you have license to
download patches.
