When installing SQLServer2005SP2-KB921896-x86-ENU.exe (local on the machine)
under both USER or SYSTEM context
I get 1721 error. all the other components in the hotfix get installed
successfully. Fails only while installing sql tools component. Can you help
tell me the cause and the fix? could the bits be corrupted?

Have you thought about SP3 instead of SP2?
