Are you seeing rows with other values in that column? Or do you only see
rows with either the values you expecting, or with no value (blank/NULL)?

The former would suggest that the filter is not applied correctly.

The latter would suggest that you didn't check "Exclude rows that do not
contain values" on the "Edit Filter" dialog. This is not the most intuitive
behavior in the world, and I sure wish they would change the default status
of that checkbox to be checked.
