I have seen that several times with SSMS 2005 (and similar apps with heavy
UIs). Always fixed by a video driver update (this particular type of
artifact cannot be attributed to a fault in the application).

Are you thinking of the mess in Bill's picture only? Or do you also
mean the other situation: when he maximises SSMS, parts of the
background is left empty? I have not seen the first, but I rarely
resize my windows, but I have seen the other effect.
