What version are you trying to install?

For instance, I can't install the standard edition tools on my workstation,
but I can install the desktop edition.

However, I do recall that we had a CD at the office with this very name
for SQL 6.5. And that would indeed explain the error message, since
SQL 6.5 RTM is not supported on Win2000. (6.5 SP5a is required.)
