I have it installed. How do I collect data and look at the report?

You don't really start collecting data, you just start using it. Right click
on the SQLinstance --> Reports --> Cutom Reports ... --> Navaigate to
c:\Progam files\Microsoft SQL Server\90\Tools\PerformanceDashBoard --> Double
click on performance_dashboard_main.rdl.

First, ensure that you have applied >= SP2 to your Client Tools and
Database Engine so that Reports would be there...

Then, run "C:\Program Files\Microsoft SQL
Server\90\Tools\PerformanceDashboard\setup.sql" against your SQL Server
instance.

And then run reports from "C:\Program Files\Microsoft SQL
Server\90\Tools\PerformanceDashboard\" as Linchi said...
