Ok, so next step is already outlined for you: try the Windows Installer
Clean-Up Utility. Though I am amazed that you have both an engine and tools
installed and neither is showing up in Add/Remove Programs (anyway the SQL
Express instance will not block installation, but the tools certainly will).
My guess is there are other things that you have done to this machine that
you're not telling us, or don't remember, or don't know happened.

Are you sure SQL Server Express is still installed?

1) do you see a service for it listed in the Services applet?

2) the presence of the program files folder does not mean Express is
installed. The uninstaller leaves that folder intact because you might
have
user databases there.

If you are sure the program is actually still installed (even if it is not
listed under Add/Remove Programs; is the presence of the program files
folder really your only evidence?), did you try the Windows Installer
Clean-up Utility or MSIZAP?

Linchi talks about MSIZAP here:

The problem is that the individual that installed Visual Studio on this
machine accepted the defaults and allowed SQL Server Express to be
installed. When SQL Server Express is installed this way there is nothing
added to Add/Remove Programs to remove it.

You should use what Aaron has already stated (msizap and/or Windows
Installer Clean-Up) to remove it.

The installer stinks. Is the Sql08 installer better ?
The SQL 2008 is quite different, and you would have to be quite much at
sleep to miss that an upgrade rule failed on you.

That said, people have problems with installing SQL 2008 as well. There are
simply so many unexpected problems that can arise. A guy that I helped
a while back, had his setup failing on that the font MS Sans Serif was
missing after his machine had been mutilated a while back.

I guess he should be able to run the VS Setup to reconfigure his selection
of VS features?

Not sure - since I have always made sure that option was disabled when I
installed, I have never actually had to uninstall it. An associate ran into
that same issue, but decided it was just easier to disable the service
instead of going through the hassle of uninstalling.
