Hi Peter,
You are most probably facing this problem because Management Studio belongs
to the "Shared" SQL Server features and it was not properly uninstalled
before installing SQL Server 2008 Dev Edition.
I believe that you will find the following Support KB article very useful:

Based on the article, you can manually uninstall SQL Server 2008 (including
SSMS) and then perform a clean installation.
I would recommend restarting the PC on which SQL Server is to be installed
before performing the clean installation.
