I'm looking to upgrade my SQL2K install to 2000, but I'm hesitant
about MS upgrades lately.

I have a test server with a second instance of SQL7 installed from the
same CDs as my production system. Does anybody know if SQL2K has the
"Activation" issue prevents MS Office from being installed on more
than one system.

I'd think that everybody who has a production install of SQL Server
also has some other system to test service packs on, but I don't want
to buy two licences.

You might want to look into the Developer Edition for your second box. It's
functionally equivalent to Enterprise Edition and available for only $50 and
it will prevent you running foul of any licensing issues :-)
