SQL 2000 DTS security - 04-25-2007 , 09:21 AM

How do you give a user full rights to modify any SQL DTS packages, even
those not owned by them without giving them SysAdmin rights to the server?
I suppose permissions have to be granted within the Master and/or MSDB
database to some of the system tables?
