I removed SQL 7 via add/remove (I did not understand you
could simply upgrade.)and then I installed SQL 2000 and
applied SP3a.
I now get this message each time I load:
The procedure entry point ?OOSTRING@@QAE@PBG@Z could not
be located in the dynamic link library SFC.dll.
I have tried a reinstall with no effect.
Any ideas how to resolve this

sfc.dll belongs to the OS, in the system32 directory of your windows
directory.

It is a file used by Windows File Protection. Have you tried to re-apply the
latest Service Pack for your OS?
