How to specify data loacation in sql2k install -

Yes, I am aware that the installation procedure prompts you for the data
file location. The problem is that it does not put it where I tell it! I
have tried 4 times this morning (uninstalling and reinstalling) thinking
that I missed setting some option.
For example: I tell it that I want my data files in E:\Data. It puts
them in E:\Data\MSSQL\Data. Seems like the prompt for the data location
is fairly useless.
The problem is that I am running through a disaster recovery test and if
I restore my master, which wants the data where the original files are,
then sql will stop running and will not restart because it cannot find
master, model, and tempdb. Obviously the data files on the original
server are not where sql2k would like. (I inherited the SQL setup.)
Since the original server was upgraded from sql7 to sql2k, perhaps I
have to go through installing sql7 and upgrading in order to get the
databases where I need them? I am guessing that I will have to install
sql7, designating the necessary field locations, and then upgrade to
sql2k, adding the user databases and restoring msdb and master.
Does this sound right???
