CU8 contents/installation

I have downloaded and am preparing to install CU8 on my test instance. In
the hotfix.txt file, it lists (supposedly) all the kb's included in the
fixes. However this list only contains 36 kb numbers whereas CU1 through CU8
articles list nearly 300 kb's in total.

CU8 should contain all fixes ever since SP1, right? Even if the hotfix text
file only contains detail CU8?

Yes, all fixes are should be there. Else something is seriously
broken.
