Yes. Currently there are no restrictions on connections from older APIs,
but Microsoft may drop support for DB-Library and some really old ODBC
versions in the next version of SQL Server.
Note however, that if you connect with an older API that some features
may not be available to you.

For that particular combination, I know of no restrictions. But not
all client APIs in use today support connections to SQL 6.5.
