Change Service Account disabled in SQL Enterprise Manager -

We installed SQL Server 2000 ato NOT use a specific user. Now we would like
to change. I know that If I do this via SQL Enterprise Manager (SEM) that
SEM will set the security priveleges for me.
However, when I login and go to the Security tab for the SQL server in SEM
the section to change Security is disabled. The same is True for SQL Agent
properties. I am a Domain Admin group, but just for grins, I tried logging
in as "Administrator" and this didn't help either.
The server is in a branch office so it is functioning as a domain controller
as well as SQL server. I seem to remember seeing a KB article on how to get
around this problem but still use the SEM. I'd rather not have to follow
KB283811. We need to do this to 10 branch servers with the same configuration.
Also, all our servers are Windows2003 and in 2003 active directory mode. I
have a SQL Server installed on Windows2003 that is NOT a domain controller
her at the main office and when I was able to use SEM to change security
service account with no problems.
This seems to be branch office problem whent he domain controller is in a
seperate AD site.
Any ideas?
