I want to know if it is possible to create dynamically a cube on the
Analysis service (Datasource : a Cube file, Destination : SQL Analysis
Service).

My problem is that I want to allow users (like administrators) to create
filtered cubes online. Do you think that it is possible or if there is
other way to do that?

You can use the (Decsion Support Objects) DSO objects to programatically
alter and build cubes. They're pretty poorly documented but you can get by on
the tidbits documented on MSDN.
