I had experienced the same problem when create BI Portal installation on
Windows 2000 professional without MS SQLXML 3.0 SP1 and MS SOAP Toolkit 2.0
SP2, BIP database on another computer with Windows 2000 server (BDC).

After reinstalling BI Portal on Windows 2000 Server with SQL Server 2000 on
it (for BIP database), installing latest versions of .NET, SQLXML 3.0, MS
SOAP Toolkit 2.0 this problems were resolved.

But another problems remains :-) (see my posting in this newsgroup).
