What policy/criteria does someone use to decide whether to
create a dimension of type "changing".

My time dimension lowest level is week. Either I add one
week each week or add 52/53 once a year.

My locationHistory dimension lowest level is store & week
.. New rows for added every week. Existing rows are rarely
changed

My product dimension lowest level is sku#. Approx 300 rows
are changed every week. About 50 rows are inserted every
week.
