Named sets don't appear for awhile after the server is rebooted

We've been having an issue with AS2000 when the server is rebooted. The box
reboots, AS service comes back up, cubes are up and queryable. However, for
awhile, the named sets aren't available. Queries which use these named sets
don't resolve and throw errors.

I'm getting my butt kicked for this. I'd really like to give the users an
explanation why this happens.
