Can anyone tell me exactly what the Microsoft Balanced Scorecard is?

I've been given the assignment of creating the scorecard for our company and
stumbled across the MS Balanced Scorecard. However, there's not much out
there right now.

The only documentation I've found as been the whitepaper by Bloomfield and
it's all theory.

I'm looking for a toolkit to download - something which I can get my hands
dirty with. Is there such a thing available, or is the Microsoft Balanced
Scorecard a methology?
