Can users download cubes to their local machines for off-line
browsing/analysis?

Can someone please guide how this is done.

Yes, you can create so-called "local cubes". This can be done
programmatically or else via UI in Excel. Local cubes are not scalable like
"real" ones -- you can't create huge local cubes.

How do you go about creating a "local cube" programmatically ?

Tom is it then correct to assume that local cubes can only be saved if
your front-end for cube happens to be Excel?

BTW, I also have the same question as Scott I.e. How to go about
creating a "local cube" programmatically

If you have MS Office, bring up Excel, create a pivot table and then on the
Pivot Table menu, click on the "Pivot table" dropdown. You will see there is
a menu item called "Offline OLAP..." -- you can use it to create an offline
..cub file.

From MDX, you can also create a .cub file. See BOL for the MDX "Create Cube"
and "INSERT INTO" statements.
