Dimension is not getting drilled if one level missing

I have one dimension with 2 levels. But first level can be or can not be present. So I make its "Hide Member If" property to "No Name". I can able to drill this dimension in edit dimension. But can not able to drill down in Cube data.

First Level can be or can not be present -> By this I mean data for this level can be or can not be present
