Do it all from your workstation and just "save to SQL Server" when you want
to save it to the server. EM doesn't have to be on the server per se. The
only time you want EM on the server itself is if you want to use EM to work
on the server from the server itself. EM will run from any machine and work
on any SQL Server remotely (watch firewall settings if there are firewalls
between workstation and server). All functionality is still present from
the remote workstation with EM.
