Where does WebFileFetcher come from?

I have inherited a Sql Server instance that has a lot of DTS packages, and
one of them uses something called WebFileFetcher to download WEB page data
files and parse them. I searched MSDN and found one article which also
appears on a non-MS web site. There is also a directory on the server which
contains a dozen or so files including what appears to be the results of an
installed application (setup.exe). It does not appear to be a Microsoft
product.

My questions are simple. Where did this come from? Can I get
documentation? What happens when it has to be re-installed or recovered? I
have little idea how it works beyond the VB code in the package.

Anything useful would be appreciated.
