When I choose new package from the options in enterprise
manager I get a memory error:

It says : Microsoft management console has encountered a
problem and needs to close
and then a second popup saying memory could not be
written.

If this is your first time using DTS on that pc, I'd say try reinstalling
sqlserver, restarting the pc once, then trying again.
Also, check to ensure
you have the mandatory minimum RAM requirements and ensure
your hdd isn't full.

These are simple suggestions, but you didn't specify in your post
what steps you've taken, if this is your first time, etc...
