How did you open the package in BIDS?
Did you create a new projects (SSIS), right click on the SSIS Package folder
in Solution Explorer and choose "Add Existing Package"?
Or
Did you open BIDS and do a File | Open | File
The latter option will cause the "Play" button to be disabled/greyed out
