Is it possible to install SQL Server 2005 Integration Services on a server
that does not run SQL Server 2005? In other words, does the "SQL Server
Integration Services" Windows service require the presence of the "SQL
Server" Windows service?

Is it possible to run .dtsx packages without the support of any msdb
database, local or remote?

you can install just SSIS and use the file system as the store
