This could be an issue like this

Thanks for that but this is a single installation running
SQL2000 with the agent directly on the server not through
a client. We've never had SQL7 so I don't think that there
is a compatability problem. None of the DTS packages have
any password.

The incompatibility would come from, and I am not suggesting this is your
problem, but if I built my packages away fromt he server (DTS is client
side) on 2000 andsaved them to a 7 server then the agent on the 7 server
would run them and have a fit.

Is the problem ONLY for DTS packages ?
What if you use a piece of VBScript to call the package ?
How is the package saved ?
What does your cmd look like ?
If package == on the filesystem then where (Local, Network)?
