And what do the packages do?
Have you looked at perfmon?,
does it involve moving stuff across the network?
Slow logon?

package is first kicked off it does nothing for the first 40-50 seconds than
the first task is kicked off and the package finishes in a second or less.
The packages in question have not changed for a couple of months now, but
this started happening on the same day for all servers. The problem happens
when run manually or if run through a job or through DTSRun.
