Is it possible to get at the Meta Data inside Meta Data Services, that is I
want to be able to programmatically perform an "Export To XML" directly into
my application (via an ADO stream maybe) I have had a browse at NS but it
doesn't seem to be able to get into Meta Data Services

I have never really looked at this, but Meta Data services used to be
called the Repository, and back then there was a Repository SDK
available for download. There is certainly a Repository object model
still around.

Perhaps a search in the MSDN site for Meta Data Services or teh
Repository may help. This is not strictly a DTS issue, so don't limit
your searches that way.
