We recently had an issue where our data center had to restore my SQL server
(2000). Since the restore, I have been receiving the above message when
running all of my DTS packages. Most of the packages get this error when
trying to bulk insert text files from the D volume. They are giving me
access denied errors on the format files(fmt).

I also have some imports that do not use Bulk Insert / format files, and
they are also resulting in the same error message. The files are not read
only and security seems to be OK.
