I have been setup a Win2k3 Server and MSDE 2000 SP3, both of them can startup success. But I can not connect MSDE with other computer, the error message is connect fail ....something like that. I can connect MSDE in the Win2k3 Server when I type localhost to connect it. I can not connect it when i type //server_name. I have been disable the firewall and network security in Win2k3. The default installation for MSDE 2000 SP3 will disable any network libraries from being loaded so that the server instance is only accepting connection through shared memory, or local connections. MSDE installs a utility, svrnetcn.exe, that can be used to enable the network libraries and allow remote connections. You will find this program in the Tools\Binn directory under your MSDE install directory.
