Does anyone know how to recover a lost DTS package password?

Someone has left and we don't know the password for quite an intricate
dts package.

Only if you have a job with an encrypted dtsrun command that
executes the package. Those you can crack but I haven't seen
anything that cracks the package password itself.
If you can go at it from an encrypted dtsrun command, search
the web for DTSRunDec for a tool that can decrypt the
command.
