The first service pack which rolled up the fix was SP4. The MS03-31 security
patch (hotfix) was the first publicly available rollup that included the
original bug fix. There was a specific hotfix for the bug prior to this, but
that was never public. Any other public hotifx after MS03-31 would also
include it as they are cumulative these days.
If you are running SP3 then you should definitely be running MS03-31 for
security.
Saying all that in your case the bug is with EM which means the SP/fix needs
to be applied to your workstatiopn upon which you are running EM, which is
probably not the same machine as the SQL server, so any issues you have
about service packing the server are non-issues if you ant to just solve the
crash of your local EM today. DTS in particular client-side, and most people
forget to patch clients, even though they of course have tools or data
access components on which are covered by SQL patches.
