Easiest way I know of is to have SQLServer Enterprise manager open, right
click on "Data Transformation Services" and select "Open Package", navigate
to your dts files and open them.

You can open them in Enterprise Manager. Right click the Data Transformation
Services folder under your server and choose Open Package... (it's not very
obvious, I know )

If they are in fact for DTS, they could be from a previous version
(Microsoft changed the format of the files between versions and service
packs). If that is the case, you will have to have the correct version
installed to open them. (See http://www.sqldts.com/default.aspx?223 and see
if you are getting one of those specific errors). On the other hand, they
may have nothing to do with DTS. There are other manufacturer's that use
the DTS extension.
