Is there anyway to set the DataRowsToSkip property at runtime? I've tried
using an expression but it just gets ignored. Any suggestions are much
appreciated.

are you talking about dts from sql2000 - import from textfile? yes!

use the dynamic property task. left mouse click - Properties - Add -
Connections - Textfile - OLEDB Properties - skip rows - double click
on default value.
now you can select in between different sources. i prefer the "query"
to store all meta-information of etl within a database
