Create DTS task: Package error

Hi

I try to create a DTS package on SQL Server 2000 SP4 and keep getting a
window "Package Error" saying "Parameter is incorrect" when I try to put
a task or a connection in the empty package.

All I can say is that I have the suspect that it might have something to
do with the installation order:

1) I installed SQL Server 2000 without Analysis Services
2) applied sp4
3) installed analysis services
4) applied sp4 for analysis services

I did not try to create a package before step 4

Any ideas?

Interesting detail:

I can import a package using DTSBackup and I am able to run it, but I
cannot design it...
